NOTICE IS HEREBY GIVEN that the purpose of the Study Session is to review the items listed on the agenda. No action will be taken.

This is a joint meeting of the Palm Desert City Council, Successor Agency to the Palm Desert Redevelopment Agency, Palm Desert Housing Authority, and Palm Desert Board of Library Trustees. Pursuant to Assembly Bill 2449, this meeting may be conducted as a hybrid meeting allowing public access via teleconference or in person, and up to two Councilmembers may attend remotely.

STUDY SESSION: FISCAL YEAR 2025-26 OUTSIDE AGENCY FUNDING AWARD UPDATE

• RECOMMENDATION:

  Receive and file an update and provide feedback on the Fiscal Year 2025-26 Outside Agency Funding Award Program.

STUDY SESSION: EVALUATION OF BUSINESS LICENSING SERVICES

• RECOMMENDATION:
  1. Provide feedback on the following considerations:
     1. Bring all business licensing functions back in-house beginning January 1, 2026; and
     2. Establish an annual fixed date for Business Licensing renewals.

STUDY SESSION: UPDATE ON THE STATUS OF KEY PROJECTS IN PROGRESS BY THE DEVELOPMENT SERVICES DEPARTMENT

• RECOMMENDATION:

  Receive an update on the status of key projects in progress by the Development Services Department.

• RECOMMENDATION:

  Receive and file a presentation regarding City Council Roles and recently enacted legislation.
